The Vatican City is surrounded on all sides by Rome (now Italy). The head of the Roman Catholic Church became a temporal ruler in the eighth century. The Papal States were annexed in1860 by the newly unified kingdom of Italy and Rome was captured by Italian Troops in 1870/1, when the Pope withdrew into the Vatican Palace. In the Lateran Treaties (1929), Italy recognised the Pope's sovereignty over the City of the Vatican, and declared the state to be neutral and inviolable territory. The Vatican State has special observer status in the UN.

An exclave is strip of land that belongs to a political entity (like a country or a region) but that is not connected to it by land (islands are not counted). The strip of land is surrounded by other political entities. A good example is Kaliningradskaya Oblast (the region around the Russian city Kaliningrad). It belongs to the Russian Federation, but is separated from the rest of that country by territory belonging to Lithuania and Poland.
