Here it has not been clarified that the problem relates to HINDU or Muslim.

Assuming that the problem relates to Hindu -- yes, the sons and daughters of the expired son have very much right on the expired grandfather's property and they will take the portion and share of their father jointly as tenants in common; they can file a suit for declaration, injunction with prayer of partition before the competent civil court of jurisdiction.

In Muslims - further it has not been clarified the persons belongs to either 'Sunni' or SIYA's. However, the grand mother being the sharer shall receive first as sharer and the remaining property, after the share of sharers, will be distributed as per rule of inheritance of Mohammedan Law.

The eldest son of the father has expired, but the eldest son's children will have a right to their share of the property of their grandfather. The grandmother will take her share only.
