Two answers to your question :
1. A humourous one : Civil engineers are too civil to demand what they think is rightfully due to them.
2. On a serious note - Such anomalies exist across various professions, organisations, etc. Let me cite 2 examples.
a) BMC (Brihanmumbai Municipal Corporation (Data is about 2-3 years old, but pointing it out to just to prove point) - Starting salary for a Driver Rs. 3300 per month. Starting salary for a post -graduate doctor (MD) Rs. 2900 per month.
b) The future of our country is being shaped by the teachers working in the primary schools across the country. It is their responsibility to ensure that our future generations are well educated. What are they paid compared to a peon / assistant in the mantralaya / secretariat?
In my opinion, successive Governments (all parties) have used pay commissions to cater to their vote banks, more vociferous sections of organized labour & nothing else, which is the root cause of all these problems.
