In Gujarat the industrial climate is extremely good. The people at large are investment oriented. In a poster in a town in India, many years back, there was a notice: There will be a discussion on Human Rights Issue at .....Hall. Allare welcome. A local person who was nongujarati read it and sighed and went away thinking that nothing concrete would come out of it. Another nongujarati thought he would attend and meet some people and spend some time. Another Non Gujarati wanted to attend as he could write a letter to the Editor for some newspaper about it. The fourth was a Gujarati; he read the notice and asked the person standing next to him, "Sir, what is the market premium for this issue?"!!

It is primarily because of these streamlining efforts that Gujarat has successfully overcome her sister states in attracting heavy industry to the region. Gujarat has differentiated itself from other states in India by establishing organizations and public corporations, which collaborate with government agencies catering specifically to multinational corporate interests.
