ECR and ECNR stand for Emigration check required and Emigration check not required respectively. Emigration check is not required for Matriculates and people with higher qualification. Earlier it was Graduation and above

Though Joyesh has awarded best answer vote to this question, yet I am answering this question to serve as a guidelines to those who are interested to know more on this subject. Mr. Chug has already given the meaning of ECR and ECNR on Passport. Now when it is required or when it is not required the information if given below:

Emigration clearance is required:

If you are subject to ECR, emigration clearance from POE to enter any of the following countries for employment is required:

Afghanistan
Bahrain
Brunei
Kuwait ...more

ECR and ECNR means Emigration check req and Emigration check not required .... It is required when you are travelling abroad .... To the best of my knowledge .... there are 17 countries in the world when Indians need to have ECR before travelling .... most of these 17 are from the gulf .... and all 7 from GCC need ECR .... whereas travelling to Iraq is banned from India.

I hope that should make clear .... need further clarifications .... you can always google it or comment to this answer if any more help needed.

expansion I know. I think, Graduates / Professionals need not go for ECR.

This particular marking in the passport is no longer used now a days. Hence the question is outdated as such not required to be answered. Why earlier it used to be mentioned has been replied by many as such it is duplicity to re-write the same.
