Why can't govt reduce its manpower in every department and outsource the work at cheap rate and to honest private persons and thereby curb the corruption or bribe in govt. office.

1st - Govt employs the cheapest labour. A lowest level clerk in a mnc or pvt bank earns more than an IAS officer.
2nd. what makes u think pvt persons are not corrupt. it is just that they dont have the opportunity to be corrupt so they are honest. Dont you know so many big corporates including Tata, Reliance, Essar etc. are involved in 2G scam.
