1.

1) That guy is not a Pope. He has a history of such things in the past also. However, the report says that such sexapades in France have been ignored by the local police as he belongs to the political elite unlike in U.S.A. where cops take pleasure in hunting down such high profile individuals. There are reports that he used to hire hookers for $2,500 in NY in 2006. It looks like he is a professional offender.
2) As far as conspiracy theory is concerned, I do not believe it even though this particular case fits the bill perfectly well. Because, he is an French Presidential challenger as well as a staunch Euro supporter, the sure recipe for antagonizing Uncle Sam. There may be so many theories. But the fact is that NY cops have DNA samples from the spot to nail the lie. All they have to do is to prove that it was not consensual.
