The modern budget is necessitated by the high concentration of economic activity in the hands of government. Broadly taxation, public spending, and borrowings dominate this activity. The government budget has today grown into an elaborate and routine gubernatorial annual exercise the world over. A budget, simply put, is defined as a "forecast by a government of its expenditures and revenues for a specific period of time. In national finance, the period covered by a budget is usually a year, known as a financial or fiscal year, which may or may not correspond with the calendar year."

Budgets are necessary to have transperency in the functioning of Government .
In true business sense a budget is supposed to look more at the "Cost - Benefit " analysis of a particular project rather than balancing expenditure and revenue .
Budgets , as presented in Parliament are a total farce , primariliy because it is not possible to get accurate data about expenditure and revenue in short span of time , to make the excersise a "VALUE" based excercise . If someone was to present a five year budget , that would be more in order . Because of the short span of time , we alway come across situations where allocated monies lie unspent with various ministries.

It is a bunch of waste printed papers of no ethical values ,intended to allure for vote-bank politics and the treasury never sticks to own commitments.There are new impositions and hicks as and when desired by the Govt.inter-mediary and whimsically,hence it is better to let each department make its own budget .Purity and sanctions attached to this noble system have faded ever since Ambanies had the reach to the wstaff,typists,later-on purchased ministers who leaked information so that in hand time could be misused for illegitimate gatherings.It's a bull-shit in our polity.

To protect the economic interests of the people - budgets play the pivitol role to lay down the economic parameters for the comming year
