As the name indicates, Deemed Universities are only deemed to be so for the benefit and convenience of an autonomous institution but different from Universities in the process of its formation and certain function. A university is started by the act of parliament , while deemed is not so. A deemed university cannot open up university centres and affiliate other institutions while University has all the privileges.
