The problem arises due to low availability against huge demand.While the upper class and the upper middle clas go on using upto one hundred LPG cylinders per year at subsidised prices it is the poor who cannot afford to pay even the subsidised prices.Similarly the super rich and the rich drive SUVs and dieselcars at heavily subsidised prics of diesel and the poor cannot even afford to pay for the public transport run on subsidised diesel.
