I know of a region of a country which is known as the Black Country but not a whole country known as a Black Country. A small section of the Midlands close to Birmingham in the UK is known as the Black Country - derived from its industrial heritage. There is a famous Black Country Museum there where you can visit and see houses and shops retained as they were 100 years ago to see how people lived then. The people living in that region have a specialised dialect.
