Philosophy is the study of general and fundamental problems, such as those connected with reality, existence, knowledge, values, reason, mind, and language. Philosophy is distinguished from other ways of addressing such problems by its critical, generally systematic approach and its reliance on rational argument. We have stopped our study at certain point and concluded the truth. Searching for truth shall be an never ending process in fact.

Philosophy is the basic explanation of everything that governs life. Philosophy is the powerful, invisible force that in fact, are a few facts that can be learnt through experience of life. That concludes the second part of your question - yes, the truth can be reached through philosophy.
