If the education provided and received by a person is of little help in the development of his personality and human resources it can be termed wastage of education. Also if a bright person does not apply his knowledge either for his or for society's benefit again, it's wastage. If there is no change in curriculum and knowledge content in a particular aspect of educational interventions, it can be termed educational stagnation. Both are happening at the present time.
