A short circuit is an electrical circuit that allows a current to travel along an unintended path, often where essentially no (or a very low) electrical impedance is encountered. The electrical opposite of a short circuit is an "open circuit", which is an infinite resistance between two nodes. It is common to misuse "short circuit" to describe any electrical malfunction, regardless of the actual problem.

Short circuit is A low-resistance connection established by accident or intention between two points in an electric circuit. The current tends to flow through the area of low resistance, bypassing the rest of the circuit.

A condition, when there is no RESISTANCE between two potential diffrence ie positive and negative , or live and nuetral , terminals current conducting wires, it is called short circuit.
even if the resistance value is least as hallf or quarter OHM there cant be short circuits.
