Waise it is Different in Different Offices. But in my Case The Formula is :-
(((Basic Pay+DA)/31)*No. of Leave to Be Encashed).

Difficult , it is very like no of days / actual leave given * 365 days and then last 10 months average salary / 10 is to be multiplied to the answer i guess

Basic + dearness allowance + HRA + Transport allowance * the nos of pending leaves
