Use help / feedback to inform them of the problem and ask them to lock the account, if they can't give it back to you. That way misuse is stopped.

Generally email becoming unaccessible could be due to one of the following reasons
1- Not used for several months
2- Probably you forgot the passoword
3- Someone has hacked your account and is misusing it.
In case of 1) you can try writing to the email provider customer service to retrieve the account. Sometimes it may not be retrievable at all. But atleast you know its not hacked
In case of 2) You can go through the "forgot password" option on the web site. But if that option doesnt work, you can do what I suggested for 1) and the email provider will verify your particulars before giving you access.
In case of 3) Here its difficult to know whether its just your suspicion of hacking or if the account has been locked. So you can write to the email customer service with your particulars, after which you will be given access after verification. Now once you get access - change not only your password which is obvious but also your personal particulars - particulary secret question ...more
