I am not sure as to what it means, but these days the passports do not contain the ECNR entry. It is taken as default. Only those who don't satisfy any of the prescribed conditions will get a 'Emigration Check Required' stamped on their passport. For exact conditions for satisfying ECNR, check the passport website.

ECNR is required if in the Passport does not contains Graduation details or some other details regarding your identity..

It is required for some specific countries to visit...

ECNR is Emmigration Check Not Required. Any person going abraod shold obtain the clearence form the immigration Authorities.By which the Govt should know for the purpose of their visit. For the Degree holders,professionals and IT payers will be given ECNR status and the rest will be given ECR status.
