As per the database available on PlaneCrash.com http://www.planecrashinfo.com/) out of 100 worst aviation disasters the following tops the list and can be held as the worst.
Date: 09/11/2001 Location: New York City, New York Carrier: American /United Airlines Casualties: 2907*
* Two separate planes hit the World Trade Center minutes apart. The total number of fatalities includes passengers and crew on both planes and those killed on the ground.

This apart and in so far as single plane disaster concerned following information is available:

Date: 03/27/1977 Location: Tenerife, Canary Islands Carrier: Pan Am / KLM Casualties: 583
