I think that a Cepheid variable has a known brightness, depending on it's pulsation rate. ",
that allows astronomers to calculate, by the observed brightness, the distance to the star.
that allows them to calculate the the expected Doppler shift.
that, in turn, allows them to determine if the Doppler shift calculations appear to be correct, and to verify that they can be used to determine distance to other stars, and galaxies, as well.

I think that's your implied question.
