1.

Before becoming MLA or MP, a person should be popular and have chances of getting elected. Only then, the person can contest as an independent or get nomination from a party. Once nominated or decision is taken to contest the elections as an independent, the person should have lot of money to spend on elections like organising meetings, printing posters, entertaining people. Normally, parties will give tickets only to those who have high chances of winning and can spend money.
Once elected as MLA or MP, the person should be close to the 'High Command' of the party to be inducted as a Minister.

He should be having crores of rupees, communal bias, have muscle power, this is prevailing in India:
MLAs/MPs/senators etc,Constitution has not kept minimum educational qualification.Also one can contest from the jail under serious charges.Thats I think makers of constituion are right.
Managing the people,taking the right decision at right time and utlilising the state recources for good will and purity in public life are essential qualities that constiution expects from those serving public life.Education teaches you to read/write.How much do they teach about above things?Also good education not necessarily means person will take right decision and will be corruption free.If you see majority of scandals(defence etc) or any local corruption that goes in any Muncipal corporation,all involved people are engineers,builders,clerks,managers who ofcourse are graduates.
Person should not have any prison charges etc is fine.But police department(atleast in India) works under State departmen ...more

No minimum educational qualification required. However the person should be minimum 25 yrs of age, a citizen of the country, should be of sound mind, should not be bankrupt.

The MLA wears a long upper coat with two big pokets. he say " A me le" pointing to one poket aur jab yeh bhar jaae to pointing to other pocket " A me le " this is the qualification of M L A . a me le.
