Who forgets political parties' election manifesto first ? People or political parties themselves ?

I dont think the average people attach any importance atall, to the election manifesto. So, they dont care to go through the election manifesto. Hence no question of forgetting it arises. And those people who are conscious of these election promises, also donot attach any importance to these bombastic assurances because they know it is only tool to garner votes.
It would be interesting to ascertain how many of the active poltical supporters know the importance of an election manifesto to the winning party. How many of them know that in a democratic set up, the annual budget of the Govt is to be prepared based on the election manifesto or the promises given to the people at the time of the electoral battle?
