The reason is that Unions of workers is a concept, which teaches workers that you have enough muscles to flex and get your demands accepted. Communism in India is the main reason.

Labor Unions are formed to protect the interests of the employees against exploitation by the powerful employers and this fact has been recognized by all governments and the United Nations also. There are very powerful labor unions in the West especially in E.U. in the countries like France, Germany, Italy, U.K. etc. They are so powerful that they can bring about a change in the government also. But they go on strike only when the situation is so bad and even the public extend their moral support to them. Whereas the situation in India is very different. Here, the powerful unions go on strike at the drop of a hat, most of the time for flimsy reasons at the expense of the general public. Both the management and the labor unions do not give a damn to the sufferings of the people.
