It seems he showed dissent by not going away for some seconds when declared out

Yes he stood on the wicket even after being given out by the umpire and uttered some words facing the umpire which are considered to be serious playground offences for which the match refree declares punishment taking into consideration the nature of the offence!! In this case I think ICC has reprimanded/warned him not to repeat such behaviours in future!!!

Virat Kohli showed dissent when he had been given out. He stood in the ground for a considerable time after being given out leg-before. He pleaded guilty to a Level 1 offense of the ICC's Code of Conduct.

Virat Kohli was probably unfortunate to be given lbw by umpire Sudhir Asnani in the third ODI at Ahmedabad. But his reaction to the umpires decision was stunning, to put it mildly. A horrified Sidhanta Patnaik writes an open letter to Kohli.

Used abusive language to the umpire as a token of protest against his decision ...... ICC have warned instead of any punishment ......
