What am I thinking that der should be an exam like Civil service to be a Parliament member . your comments please ?

This is a good suggestion and is possible. When local parties can do that why big parties cannot do that?

Raj Thakeray's Maharashtra Navnirman Sena's (MNS party) ) selection of candidates for the local municipal elections in Maharashtra were made along the lines suggested by you. Popular candidates had to pass an exam before being given tickets for the election.

Very good question and thought
But I can give 2 simple examples for our Adminitrating giants and netas
1) Education Minister appeared for his SSLC exam
He sent his proxy and got some legal problems now.( Pondicherry)
Then he was pressurised to resign, that is seperate story.
2) A person who is successfully completed 6 th standard is our Hon Minister for Information and Technology in Tamilandu
You are talkig about Civil services exam.
We need them atleast have some basic qualifications..
