It can be so as our government has failed to take proactive measures to stop any such mishap which is really baffling to see. When they had prior intimation about such attacks happening then they should have taken adequate measures to prevent it!!

When Col Gadhaffi of Libya crossed all limits in aiding and abetting international terrorism, President Ronald Reagan of the USA made a proactive attack inside the heart of Libya, unleashing a chain of surgical pounding. When the World Trade Centre was razed to the grounds by the terrorist outfit of Osama Bin laden, a long drawn out war on terrorism was embarked upon by the US President Bush, by striking the terrorist hideouts in the mountain ranges of Afghanistan. The US had meticulously planned and executed the killing of Osama Bin laden, in his hideout inside Pakistan. But can India do such a daring proactive strike inside Pakistan and Pak occupied Kashmir to wipe out the terrorist groups waging a proxy war against India? Pakistan could do nothing when the US breached its air space and made a daring commando operation inside its own territory. Reason, Pak very well knew that it was futile to stand up to the military might of the World's super power. But, if India makes such a proact ...more

I partially agree, We lack will power to curb this short-coming. I feel with such a huge population it becomes very difficult to keep radar going unless there is a sound mechanism at the ground level, In a democratic country like ours political party and their politicians do not care about individuals and their lives, to them its the community that helps them to win election and so long this greed will remain and influence them such attacks will occur again and again. Proactiveness comes with responsibilites and accountability . There is no accountability in our system..........

Indians are proactive but not in right direction , Terrorism can never be finished unless Justice is done , take for example Maoists , now they control 64 districts even while People go on talking of terror
at least India got hold of terror of frequent communal riots , now time has come to stop terror of bomb blasts also
