You are right. In international trade, often, a country which produces raw material sends/sells it to another country and obtain finished goods from that country where the expertise to convert into finished goods is available.

It all depends on how you look in to it.
Itz also like shittingg at neighbour's house since conversion involves lot of solid & gaseous waste.
If u do n't export the ore, then u have to import the coking coal which is again expensive and also look after dumping the slag and also tackle environmental issues.
No one would export the ore & import the steel if itz really not economical option.

This is really unfortunate in a globalised era,where trade barrier among countries have been abolished. We export ore n import finished goods because the cost of conversion is lower in foreign countries. Our planners n policy makers should buy the technology which is not available in our country for low cost conversion.In stead, in the name of abundant natural resources we continue to axe our own legs.This is unfortunate.
