Masses are interested not in what the leaders have to say but in what they get for attending the rally. If rallies are not held, masses will miss out on their free ride to the rally site from remote villages. When rallies are held in major town, it is the villagers day out as they get transported to the town and back, given food packets and some cash for out of pocket expenses.
