It is quite common for politicians to buy their cabinet berth or even election ticket by making donation to party fund as well as some percentage of the donation to party head's family welfare fund. It is only people who have made money through scams in the state level can afford to buy their berth in the cabinet.

Looks like the union ministry has reserved the berths for such people only...they don't have any untainted MPs left. so no choices...
