Cash transfer is a very bold step to reach the masses and benefit them directly. The teething troubles will always be there in the beginning for any project. And this project is a huge one seeing the vastness of India's size both in terms of area and population.
The supporters of opposition see everything in terms of votes (which they never get)

Political motive , the illleterate / neducated will consider salary and vote the currupt UPA
