It can be said about 'the fourteen un-happiest countries'.
How ever, there are other unhappy countries (much more than those fourteen) outside of the sphere of Eastern Europe.

It cant be fully true. Most of them could be in eastern Europe but I am sure Latin American countries like Brazil shud find a place there!
