What formalities are required to get a vehicle transferred? The car is registered with Delhi Authorities. Can it be transferred to other state person name?

You need the registration book or card in some states and valid insurance. You need to get a transfer set which include all the forms required by the RTO for transfer of the car - it will also include a delivery note which will be filled and signed by the buyer. To be on the safe side and to protect you legally, get the car transfered or intimate the concerned RTO about the sale before giving delivery of the car

Yes it can be trasferredafter gettinga NOC from Delhi Transport Authority and submitting the NOC along with the sale deed to the RTO of the trasferee and by paying road tax of the transferee state again
