When u give a contract which includes everything i.e.concept to commissioning to a firm, it is called a turn key project.

The main feature is that the project will be delivered in absolutely ready condition and the owner will have only to turn the key to operate it.

Turn-key refers to something that is ready for immediate use, generally used in the sale or supply of goods or services.
