Tibetans in Tibet have been wanting India to be tough against China on Tibet policy of India. But India didn't care. To be tough against China on the policy of Tibet is not only good Tibetans, it is good for India and for whole world.

Wherever Dalai Lama goes, he is respected and welcomed but when it comes to excesses of China on the Tibetans, even the most powerful nations close their eyes because they want to do business with China.
India has it's own foreign policy and the same cannot be changed based on what Tibetans feel.
It may not be in the best of interest of India to be tough with China. The best for India is to settle the issues with China, amicably.

Well it is not easy like killing Sikh monirotits or muslim minorities in gujrat with help of govt machinery

Secondly India recognizes that Tibet is part of China in return for China not interfering in Kashmir

Sorry its wrong... u hve to read a little bit more,,,
Its purely economic reason,,, India imports ~12% of all imports from China and has a export of ~6% of all exports.. which makes it the major economic hum running total valu at ~200 billion.. there is no way india would take tibet issue to destaibilise the economic issue,, thats what China is using against india.. simple
