They have their own budget which is much bigger than the National budget.

Budget is all about planning the income and expenditure whereas curbing parallel economy is about regulations and implementing the policy decisions. Itz part of exercise the power through respective authorities. Why FM has to bring this role under budget? It needs only political will to implement the regulations in place to collect the tax.
