One of the most commonly known behaviors of turtles and tortoises is their ability to pull their legs, tail, neck, and head inside the shell.

Sai Ram. Who did that comparison? Any as Venkatesldevarajan mentioned, he uses his character as a good protective shield.

Because he could pull himself inside very well and remain non responsive to unnecessary actions and reactions . HE HAS HIS OWN CONVICTIONS AND PURPOSES.

A tortoise can pull its feet, tail and head inside the shell, and once it has done so it will not come out, try what you may, even killing it or breaking it in pieces would not make it come out, when character is similarly establishment in a person he is called a man of good character. No one or no situation can make him change his good character, character being established in him on the firmest of foundations.

behold the tortoise, which makes no progress unless it sticks its head out.

for man who have a mission in life, venturing to take up new asignments and tasks is very common indeed, they love doing it. it is a didfficult proposition for the multitude of others who are satisfied with their easy -paced life.

the bold continuously attain little objectives because they venture.

To my commonsense, two reasons; 1. Slow and steady winning the race is its character 2. The soft edible interior part is concealed and protected by a hard exterior not revealing the nature to many.
