All political parties are responsible for vote banks politics .Basic reason is that Indian voters are also lovers of caste, religion, region and community. They are basically greedy and become lover of those who give them something free. Even free promises without fulfilment do not annoy voters. They do not like to understand that politicians more often not make false promises on the eve of election.. Congress party appeased Muslim community for decades and won election with thumping majority. .This was realized after four decades by opposition parties and they too caught one religion or one caste or one group to create their own vote bank. BJP used Hindu, BSP used Dalit, RJD and SP Muslims and Yadav, Communists used working class and so on. All political parties are indulged in vote bank politics. People voted Congress party in the last election knowing very well that under Congress rule prices go up and traders get full freedom to fix prices as per their whims.

I think the origin of the vote banks goes back to 1967 State elections, not that it didn't exist before that. Right from the time of the first parliamentary elections, the political class has always wooed one section or the other based on religious or caste lines, not withstanding their high decibel cries of being secularists. If you really look at it, CPM atleast is better off in this respect because for them the ideology was based on class struggle and empowerment of the economic weaker sections atleast on the manifestos. Where as every other political party has always stressed on narrower interests and this has been going on for all the time that we have been an independent nation. Now it has reached its nadir with so much of split along religious or caste or sectarian parochial interests. CPM can be accused less of pandering to such interests than even the mainstream parties like Congress or BJP, the rest all being purely regional outfits who have no interest other than protecting ...more

CPM was a manifestation of people's genuine hope.
But it later turned a frankenstein of political order with intention of manipulative power game.
Now it is all ready to go into the history.
