I do not get the seas so frequently and closely tand in a city of high rise buildings, the moon is not so much see-able for smoggy environment. So I cannot compare. But, out of visualizations I can say, the moon symbolizes the static feeling and the seas the moving or more dynamic feelings. The moon may symbolize the calm and composure and the see reflect the high and low spirit conditions of mind like the high water and low water .

Sitting alone on the beach on a moonlit night, the sea and the lugubrious moon reflect one's feeling of loneliness ... like the yearning of moon and the sea to embrace each other.
