Mobile Co has to folow some numbering protocol. First 9 was alloted for mobile subscriber ,now it is saturated and 8/7 are alloted

There is a an international body who controls differment parameters including number allocation.for mobile commnications . India has been alloted this number.

They have started with biggest no 9 to start with followed by other nos. once all nos are allotted now they begin with 8 and 7
