The Thirteenth Finance Commission recommended for the setting up of an independent Local Body Ombudsman to look into complaints of corruption and maladministration against the functionaries of local bodies, both elected - Why many corruption cultured states like Tamil Nadu , Maharashtra are quailing on this ?

The recommendation is mandatory to access the performance grants recommended by the Commission for the local bodies by the State Government

Sir,The recommendation of the Thirteenth Finance commission to set up an independent Local body ombudsman is most laudable step.The local bodies in most of the states are not performing to the expected standards due to probably the nexus between elected representatives and the bureaucracy. This must not only be enforced in all states but must also be given wide publicity for the benefit of the common people.
