The purpose of this answer, is not to pass any judgement on his statement but to just try and make you understand the reason for this kind of language.
Nitin Gadkari is from Maharashtra, where he has worked in close partnership with Shiv Sena. It is natural that he has picked up a thing or two from their style. This statement of his is a typical Sena-style one. Maybe it is a sign of the coming times that this style has made its appearance on the National stage. It is for the public to either endorse it or reject it.

It is neither a cheap joke nor a communication gap.Rather it is a tight slap to the Congress to wake up and carry out the death sentence of Afzal Guru rather than not implement it due to vote bank politics!Why should he apologize for giving a strong statement for the right cause?
