The congress party is not serious about the LOKPAL ,as of now . Lokpal without constitutional authenticity is a misnomer and unenforceable , this is well known to legal pandits and the congress high command . I think making LOKPAL with constitutional requires major amendment to the present constitution . I think it would take a couple of years to do so . The congress want to buy more time and blunt the civil activists efforts .-What do you say ?

The congress wants that Lokpal bill should be passed in some form acceptable to Anna irrespective of its effectiveness so that it may get credit for implementing it and if necessary to prove the point that mere bill cant serve the purpose . Clearly it is not interested in eradication of corruption except saving its face by acceding to the minimum which could keep it floating and hurt it least .

Exactly there you are, had they been sincere about Lok Pal Bill, things wouldn't have gone out of their hands now...!
