It is partial insensitivity to the religious feelings of others. Foreign ad companies take a particular aspect of the product, occasion and play that up. What they think is they are introducing something novel. Heidi must have thought that she can put on the dresses of kali and thereby impress her audience by her novel look. She might not have thought of the other aspects. They never try to understand how this casual approach may hurt others.
