It means instead of being upfront and honest with how you feel, you keep it hidden inside, which can torture the person who needs your input.

When someone shuts his mouth instead of opening it can be said this is a cruel lie. And due to his silence, some very bad thing happens .. truth is hidden.. wrong things are treated as true.

Lying is done with words and also with silence. Too many people are afraid of silence. It is as if something has to be happening all the time. But often, with silence, there is more happening. There is a reflection on what was really said to you, what was really meant by the remarks, and, yes, perhaps some passage of thought between that person and yourself. sometimes, truth is violated by falsehood, but outraged by silence, hence it prefers the cruelest lies more eloquent than words....!

Correct. Murdered are often do crime in dark that is silence. If ;you hurt someone it is often told in whisper

But let me try with what I can understand ;-)
this quote remind me of something I always used to hear and avoid to be in that situation that a person who does not speak out against the wrong is a mute devil, so I always avoid to never see the wrong and keep silent , I just tell the truth when it might help someone as dont wanna be a mute devil ;-)
