The Chairman, A.P. State Human Rights Commission, Hyderabad has heard my complaint and after obtaining the explanation from the State Director of Stamps and Registration which has fortified my contention has reserved his Order. He had failed to deliver the judgment despite repeated requests and relinquished his charge after the expiry of his term. Whether the new Chairman who has now taken over has to go through the whole case from its very beginning, once again or he can deliver the verdict after going through the proceedings of the case?

The new appointed Chairman will definitely and has to go through your case and then only he can deliver his judgement or in case the retired Chairman is reinstated it would be well and good to give judgement on your case.

Usually they will deliver the verdict based on his predecessor's note.But you request / Pray for the case to be attended from the beginning.
You may get a good and fair judgement too
