State govt is solely responsible for the development and management of its health,Education and internal security. But in broader aspect union Govt is more powerful than state govt.If any state govt does not work as per the acts of constitution, central govt can make an emergecy and takes its power. In times of normalcy state govt can work freely taking help from the central govt. But in times of internal disturbance or foreign aggression,all powers of the state govt ceased to work. our constitution provides us the feature more unitary than federal.

A big difference in a there area of working and responsibility.like external security,foreign relationship,central taxation and central planning are the main area of concerns for central Govt whereas education,health, socialwelfare internal security of state are state subject
