You have not mentioned the context.
So my response will be a little vague.
Let us consider a company and product manufactiored and marketed by the company.
Customers of this company are the external entities who purchased the product.
The term "End User" is usually used in the context of a system. Typically speaking, End Users are the employees of the company who uses the system. End Users may be external entities as well depending upon the scope of the system. A online system for public use (e.g. google search) will have End Users who are external to the company. Stakeholders in a project are the entities who has some interest (financial or otherwise) in a project.

The End User is the last link in supply chain management, but the End User need not necessarily be the customer of the product. Stakeholder is any one who has a stake in the enterprise. It may be Management, Employee, Vendor, Society etc. whoever is affected by the performance of the enterprise.

A customer refers to individuals or households that purchase goods and services generated within the economy

Economics and commerce define an end-user as the person who uses a product. The end-user or consumer may differ from the person who purchases the product. For instance, a zookeeper, the customer, might purchase elephant food for an end-user: the elephant.

stakeholder - a third party who temporarily holds money or property while its owner is still being determined
