Union Law Minister Salman Khurshid said that while it was for the courts to decide as to who should be locked up, the dictum of bail being the rule and jail an exception has been laid down by the Supreme Court itself.-Is this law minister is talkative ?

He is stating a law point. Its a fact, generally Judges are the ones who are very much in favor of giving bail and the prosecution is the one that fights against it. In case of 2G it seems to be working the other way round. Even if the prosecution feels custody is not required, the judge seem to be insisting. Moreover, judge going by media report and questioning the prosecution even before the petition comes up for hearing is something abnormal.
