Nothing much, some one implemnted the liberalisation policy under the pressure from Britain to implement SAP.. and Liberalisation of Economy is that process to open the economy for looters..

Man Mohan Singh in 1991 as FM under the PMship of PV Narsimha Rao brought about a great change in India's economic policies. In fact it was for the first time India discarded Nehru's socialism and all the ills associated with it. For example, it was Licence Raj, No competition for our industry because of protectionist policies by banning imports, Govt of India was running businesses and industries under the garb of PSUs (govt was making Modern Bread!). There was control on almost every economic activity like gold control act etc.
MMS and Montek Singh Ahluwalia some how convinced PV Narsimha Rao to do away with all that and opt for a free market polcy and economic reforms. Businesses should be done by people and not govt. Glasnost and perestroika of India began with Man Mohan Singh as FM and PV Narsimha Rao as PM.
Today all the progress you see every where is the result of that. Today India is a power to reckon with.

if mms was not there at that time, india might have devised some other ways to sustain that down fall.

Sri Narsingh Rao framed the policy n Dr.MMS implemented it.In the absence of Dr.MMS some body else would have implemented the policy of liberalisation.
