What do you understand by India's "Look East Policy"?

India being a member of SAARC taken a leading role, but when it comes to enhancement and achievement, its always to better to look at those who bettered themselves. So others in the same line are China, Japan, South Korea, Singapore & others leading in ASEAN, is what India is aiming at 'Look East Policy' not just for economical factors but for others too like terrorism (both to control & to eradicate and drug-mafia), technology (though we have taken a leading in software, same is not for hardware, & construction - Singapore & Japan are quite ahead of us and all that is developed is in METROs' only and has not reached villages, India being agricultural country), is well aware of the recent agreement with USA (once we survived SANCTIONS) so to voice itself at UN need good relationship with others too

It is better to understand what expressed by Prime Minister, Dr. Manmohan Singh : "I reiterate India's commitment to work with ASEAN and other East Asian countries to make the 21st century truly an Asian century"

East Asia is already fully China's and US's territory. Most of East Asia is either in pro USA ASEAN group or are Chinese allies.
I guess since it only says "LOOK East" policy, I guess it is OK, but we can't do anything more than "look."
Instead of looking east or west, we need to show ourselves and the world that we can fix our own homes first.
