Atma conveys its virtues to the Munn. It is the Munn which either recognise or ignore under the influence of the Budhhi. Much emphasis therefore is given in inculcating pure Budhhi. Unfortunately mafia dons, ruthless politicians, terrorists and the like have impure budhhi. Munn ignore the indications from Atma under the influence of impure Budhhi. Humans are bestowed the right of action thus bestowed the right to determine their own destiny.

Atma is there but it does not stop a person from doing misdeeds. It is upon the
free will of the person what he chooses to do, the consequence of which his soul
has to undrego in this and the next birth.

If you go deep into spiritual lessons , it is a question whether all souls ( life beings ) are blessed with Aatma . The word Aatma itself is pure . Ruthless people do not get Aatma . They live with Manas and die with Manas . Thats all .
